China’s Wind Power Still Out of Control
July 22, 2011 No CommentsChina’s National Energy Administration (NEA) may reinstate its control over onshore wind-power projects with less than 50-megawatts of capacity. The Administration earlier in the year had revised an approvals policy that permitted provincial level governments to approve projects of 50-megawatts or less. A plethora of below-standard, provincial-government invested wind farms sprouted as a result, beyond reach of national energy generation requirements. In the Spring of 2011, the NEA announced projects larger that 50-megawatts required approvals from its agency. Companies and provincial governments conspired to build projects of 49.5-megawatts that still did not meet national standards. The NEA is working to reassert control of an industry with patchwork results in meeting national energy needs.
